Qualifications / person specifications
- At least 5 years field experience on the evaluation of humanitarian
/ development projects
- Knowledge on water, sanitation and hygiene sectors and health
issues
- Experience in coordination, design, implementation, monitoring and
evaluation projects
- Good communication skills and workshop facilitation
- Understanding of donor requirements
- Ability to write clear and useful reports (may be required to
provide examples of previous work)
- Ability to manage time and resources and respect deadlines
- Fluent in English and Shona
Duration
of the evaluation
The evaluation will be carried out for a period
of 30 working days, starting on 22nd of March 2010

Term of Reference for External Evaluation
On the following IMC programs on
“Water, Sanitation and Hygiene Emergency
Preparedness and Response”
INTERNATIONAL MEDICAL
CORPS (IMC) is a non-governmental organization
operating in Mashonaland Central Province implementing emergency WASH/ Cholera
response programs. IMC is seeking to recruit an external evaluator for a period
of one month.
Aim of evaluation
The evaluator will be in charge to evaluate water,
sanitation and hygiene programs funded by UNICEF grant in 2 districts (Bindura
and Shamva) against specific standards as impact, coverage, coherence,
appropriateness/relevance, effectiveness, efficiency and sustainability.
Moreover IMC will include analysis of cross cutting issues as vulnerable group
(disabled, HIV/AIDS) and gender.
The evaluation will consider the objectives,
results and indicators outlined in the proposal and logical framework of the
programs, and should examine standards tools, goods and services provided by
the program, the opinion of the beneficiaries, technical governmental
departments and others key local stakeholders.
At the end of the evaluation, the consultant
should present, through a power point presentation, the main findings, lessons
learnt and recommendations on implementation and integration of communities /
vulnerable groups for the future interventions and decision making.
